Shannon Kontinos has worked on law enforcement requests for user data for more than two decades, much of that time leading the teams that handle them. She spent sixteen years at one of the largest internet companies, where she moved from processing legal requests to Director of Legal Services and Global Law Enforcement Compliance Manager. In that role she led the company's global compliance function, set policy and procedure across its response teams, assessed emergency requests from international law enforcement, negotiated with government agencies on sensitive matters, and testified at trial.
In 2013 Shannon joined ZwillGen, the privacy and technology law firm where ZG Subpoena Solutions began, as Manager of Legal Compliance Services. She helped build the legal services group that became ZGSS, advising clients on how to set up a subpoena compliance function, writing policies and procedures, running trainings, meeting with government officials, and contributing to the design of the tools analysts use.
As a Senior Legal Analyst, Shannon reviews subpoenas, warrants, and court orders for legal sufficiency, coordinates with client legal teams, and manages responses under U.S. and international privacy law. She also trains newer analysts and helps refine how ZGSS handles legal requests. Child protection has been part of her work throughout her career, including reporting to the National Center for Missing and Exploited Children.
Shannon is based in the San Francisco Bay Area.
